 Magical Aptitude Errata
Hey,
On pg. 93 it notes that Primal Magic is a Human and Mongrel tradition. On pg. 143 it notes it as being a Mongrel and Oruskan tradition.
My guess is that it's a Human, Mongrel, and Oruskan tradition, as all of these races have tribes in places such as the Warlands where primal magic is likely to be found.

Your guesses are correct.
It is more common among the mongrels and oruskans and much rarer among humans.
