Well, you should post it up to the Pass It Along section, since that's where characters go and all that. :)

As for the format, check out HEX forums and specifically the Design Bureau section. A lot of us have created player characters and NPCs there for the game,. An example of two of the characters I posted up there, one a villain the other a decent hero, are:

The format used for these characters works pretty well, and was the established format for characters and the like over on those forums.

The one thing I'm not sure how to handle in the character listings is the magic they might possess and stuff, but we'll worry about that when someone posts a magic type.
